ميثاق شعب السودان

ميثاق شعب السودان هو عقد توافق عليه أهل السودان من أجل حكم مدني راشد للفترة الانتقاليّة الرابعة، وهو فكرة نبعت من الأكاديميين وانطلقت من منصة التجمعات المستقلة الكبري في السودان، حيث تم إعلان الميثاق في الثامن عشر من يناير عام ٢٠٢٣م في قاعة الصداقة بالخرطوم، وخوطبت من خلاله وعبره كل الأحزاب السودانية المسجلة وقيادة مجلس السيادة والقوات النظاميّة، والاتحادات الإقليمية والعالميّة والمجتمع السوداني في الداخل والخارج. وامتد خطابه للدول خارج السودان يدعوها لتبادل المنافع العادلة والمصالح المشتركة المستدامة.

وحين وقعت الحرب دعم ميثاق شعب السودان المجهود الحربي. وتواصل مع السودانيين في الداخل والخارج ومع المانحين وأصحاب الأعمال لتوفير التمويل لإعمار السودان بعد الحرب ومساعدة كل الذين نزحوا من دورهم وأماكن عملهم، ونهبت أموالهم.

ودعا أهل السودان لصلح مجتمعي وسلام دائم عبر مؤتمر شاركت فيه كوكبة من العلماء والشباب بحضور مُمَيز رصين وممثلي كيانات مستقلة، فكانت مشاركة فاعلة مباشرة وأخرى افتراضية عبر المنصات الرقمية ووسائل التواصل الاجتماعي، وقدمت فيه مع المخرجات والتوصيات ملخص للقوانين والدساتير السابقة التي حكمت السودان ورؤية واضحة لتعديل الوثيقة التي قد انتهى أجلها.

وفي هذه السانحة نحيِّ قادة البلاد وقيادة ومنسوبي القوات المسلحة النظامية والمستنفرين والمتطوعين وجميع الذين تحقق النصر على أيديهم فحافظوا على أرومة الدولة السودانية وكيانها، وقدموا الشهداء والجرحى حتى تحقق النصر بفضل الله.

كما نخاطب الإدارة الأمريكية الجديدة لترفع العقوبات التي صدرت في حق قيادة وسيادة البلاد التي التفّ حولها الشعب السوداني وساندها ودعمها حتى أنجزت ثورة عظيمة نادت بالحكومة المدنية الديمقراطيّة وهي التي بها يعم السلام والأمن والاستقرار في السودان بإذن الله عبر التداول السلمي للسلطة وفق انتخابات يتفق عليها السودانيون في مؤتمرهم التأسيسي الجامع.

لقد أكمل ميثاق شعب السودان العامين من عمره وهو يدعو لوطن حر مستقل وموحد، وحيث أن السادس والعشرين من يناير يوافق ذكرى تحرير الخرطوم ويرمز لوحدة واستقلال السودان فهي سانحة طيبة لنطرح مرشحنا لمنصب رئيس الوزراء وهو البروفيسور محمد الأمين أحمد إسماعيل، الأستاذ الجامعي والمدير السابق لجامعة حكوميّة، اختصاصي جراحة القلب والصدر، والذي عمل في مجال تخصصه لأكثر من ثلاثة عقود داخل السودان، وله مساهمات في المنظمات الطوعية وغيرها، وبذا فإننا نطرح معه وعبره برنامج حكومة السودان للفترة الانتقاليّة الرابعة التي تؤسّس لدولة حكم مدني راشد وقوات نظاميّة قوية تحرس الحدود والدستور والتداول السلمي للسلطة عبر انتخابات حرّة نزيهة.

مرفق مع خطابنا هذا: (1) سيرة رئيس الوزراء المرشح و(2) ملخص برنامج ميثاق شعب السودان لحكم الفترة الانتقالية، وهو البرنامج الذي شاركت في وضعه كفاءات سودانية من داخل وخارج السودان. وكتبت الأوراق التفصيلية للسياسات المطروحة فيه.

نأمل أن يتم النظر في البرنامج والمرشح، الذي نعتقد أنه سينجز الكثير في فترة صعبة وحرجة من عمر البلاد، وهي تخرج منتصرة من حرب شاركت فيها بالتخطيط والتنفيذ والجنود والتسليح والتمويل والدعاية الإعلامية دول إقليمية وعالميَة ومرتزقة وإرهابيون، فانتصرت فيها القوات النظاميّة ومنسوبوها من متطوعين ونظاميين، بل انتصر الشعب السوداني كله بفضل الله وإرادة شعبه القوية وصموده الفذ الذي أبهر الجميع بصبره وعزيمته.

ولتنطلق مسيرة السودان القاصدة فإنه لا بد من الإسراع والتعجيل بتشكيل حكومة مدنيّة لها برنامجها القاصد وقياداتها المهنيّة التقنية المُجَرّبة ورئيس وزرائها الحكيم. لقد أصبح هذا الأمر ضرورة لا يختلف عليها من بالداخل والخارج من السودانيين والأصدقاء من غير السودانيين.

ولا بد أن يتم هذا الأمر في أقرب فترة ممكنة، مما سيكون له من أثر كبير في استقرار السودان وتقدمه ونمائه.

إن هذا الجهد الكبير يحتاج لاستجابة فورية عاجلة من قيادة الدولة اليوم قبل الغد وقرار من مجلسي السيادة والوزراء المكلّف. كما يحتاج أيضا من الشعب السوداني المعرفة والمطالبة بحكومة مدنيّة عاجلة لها رؤية وبرنامج ومرشح للحل للفترة الانتقالية التي ينتظر الجميع أن تكون فترة تأسيس وبناء واستقلال جديد لسودان اليوم والغد الواعد المشرق بحول الله وقوته.

 

عاش السودان حراً مستقلاً، والنصر لقواتنا المسلحة وشعبنا الأبي

والهلاك والموت لأعداء السودان.

الحكم المدني الراشد صمام أمان، ومستقبل زاهر لأمّة تنتظر وأجيال قادمة تترقب..

والله من وراء القصد وهو الهادي إلى سواء السبيل.

Sudanese People’s Charter

The Sudanese People’s Charter is an agreed upon covenant and bond by the people of Sudan for a sound civil rule during the fourth transitional government program of the government of Sudan.

It is an idea originated from academics and was announced on the major independent gathering in Sudan. The charter was announced on January 18, 2023, at the Friendship Hall in Khartoum, addressing all registered Sudanese political parties, the leadership of the Sovereign Council, the armed and the regular forces, as well as regional and international unions, and societies at home and abroad. It addressed countries abroad, for fair bilateral relations, and exchange of benefits.

 When the war broke out, the Sudan People’s Charter supported the efforts to win the war and make peace. It communicated with Sudanese at home and abroad, with donors and business owners to provide funding for the reconstruction of Sudan after the war and to help all those who were displaced from their homes and workplaces, and whose money was looted.

The people of Sudan Charter called for societal reconciliation and lasting peace through a conference in which a group of scholars and youth participated with a distinguished and solid presence and representatives of independent entities. There was active direct participation and another virtual one through digital platforms and social media. A summary of the previous laws and constitutions that governed Sudan and a clear vision for amending the document whose term has expired were presented with the outputs and recommendations.

On this occasion, we hail and salute the leaders of the country, the leadership and members of the regular armed forces, the volunteers, and all those at whose hands victory was achieved, who preserved the Sudanese state’s origin, entity and stability, and presented martyrs until victory was achieved, thanks to Allah.

We also call for the new elect President  of the United States and the American administration to work towards having those sanctions issued against the leadership and sovereignty of the country, lifted immediately. The Sudanese people have rallied around and supported the current leadership until it accomplished a great victory against the terrorists who tortured our country and people.

Our Sudanese leadership are working towards a democratic civilian government, which is the one through which peace, security and stability will prevail in Sudan, God willing, through the peaceful transfer of power according to elections agreed upon by people of the Sudan in their comprehensive founding conference.

As of today, the Sudanese People’s Charter has completed two years of its life calling for a free, independent and unified homeland. Since January 26th marks the anniversary of the liberation of Khartoum and symbolizes the unity and independence of Sudan, it is a good opportunity to nominate our candidate for the position of Prime Minister: Professor Mohamed El-Amin Ahmed Ismail, a university professor and former director of a governmental university, a specialist in heart and chest surgery, who has worked in this field for more than three decades inside Sudan, and has contributions to voluntary organizations among others. Thus, we present with him and through him the program of the Sudanese government for the fourth transitional period that establishes a state of sound civilian rule, strong regular forces that guard our borders and the constitution, and the peaceful transfer of power through free and fair elections.

Attached to this letter are: (1) the biography of the nominated Prime Minister and (2) a summary of the Sudanese People’s Charter Program for governing the transitional period, which was developed by Sudanese experts from inside and outside Sudan. Papers detailing this proposed program are also accomplished and ready.

We hope that the program and the candidate will be considered, who we believe will accomplish a lot in a difficult and critical period in the time of our country, as it emerges victorious from an unjust  war in which regional and international countries, mercenaries and terrorists participated in the planning, implementation, fighters, soldiers, armament, financing and media propaganda against our land and people. The regular forces and the volunteers were victorious, and the entire Sudanese people were also victorious thanks to Allah, the strong will of its people and their unique steadfastness, which amazed everyone with patience and determination showed.

For the Sudan’s intended path to the future to begin, it is necessary to expedite and accelerate the formation of a civilian government with should have its well-planned program, its experienced professional technical leadership, and its wise prime minister. This is widely acknowledged as a necessity by both people within the country and international observers, regardless of being Sudanese or non-Sudanese.

This must be done as soon as possible, as it will have a major impact on Sudan’s stability, progress and development.

This great effort requires an immediate and urgent response from the state leadership and a decision from the Sovereignty Council and the cabinet.

It also requires the Sudanese people to know and demand an urgent civilian government with a vision, a program, and a representative to resolve the transitional period, which everyone expects to be a period of founding, building, the new independence for Sudan today and the promising, bright tomorrow.

Long live Sudan, free and independent,

and victory to our armed forces and our proud people,

and destruction and death to the enemies of Sudan.

Good civilian rule guarantees security & prosperity and a bright future for a nation that awaits and future generations that watch.

And Allah is behind intentions, and He is the guide to the right path.
